A Phase I ESA is a non-intrusive review designed to identify Recognized Environmental Conditions (RECs) on a property. It includes historical records research, regulatory database review, site reconnaissance, interviews with current owners or occupants, and a comprehensive written report aligned with ASTM E1527-21 standards. 

Groundwater monitoring is required whenever contaminants of concern are detected above regulatory screening levels, or when an active remediation system is in place. Standard programs run quarterly for 1–2 years, followed by semi-annual events until closure criteria are met. We design risk-based programs that minimize cost while satisfying state and federal compliance.

Possibly—the requirements are different for each material. Asbestos requirements are based on the type of building and work being performed, not simply the building's age. Commercial, institutional, and industrial renovation or demolition projects may require an asbestos inspection before work begins. Lead requirements generally apply to pre-1978 housing and child-occupied facilities when painted surfaces will be disturbed. Summit can review the project scope and determine which surveys or testing are required.

Most of our work is delivered on a fixed-fee basis for well-defined scopes (Phase I/II assessments, surveys, audits) and on a time-and-materials basis for investigations or remediation with evolving conditions. Every proposal includes a not-to-exceed cap, transparent unit rates, and milestone-based invoicing so you never face a surprise.
